The Wall Around the Property Is a Painted Surface Too

Bloomington's larger semi-rural parcels usually come with a perimeter block wall, fencing or a gate, and those painted surfaces are typically the most neglected on the property. Nobody walks the property line the way they walk up to the front door, so nobody notices until it's raised.

The address matters before the estimate does.

This page sits in the Inland Valley part of our San Bernardino County service area. A town name alone does not decide the permit, inspection or construction requirements: the project address, jurisdiction and written scope do.

That is why the first useful step is a walkthrough of the property—not a generic price attached to a ZIP code.

Exterior House Painting Bloomington, CA

What Gets Missed When a Quote Only Counts the House

A quote built around square footage of house wall misses a category of surface that is common on Bloomington’s larger lots and almost never on a suburban tract: the perimeter block wall, chain-link with wood or vinyl slats, a wrought iron gate at the drive. Those are painted surfaces exactly like the stucco, and they take the same sun and irrigation overspray the house does, usually with less attention.

The reason they end up neglected is simple. A homeowner looks at their house every time they pull into the driveway. A block wall along a side property line, or a gate that gets opened and closed but rarely examined, gets noticed only when the paint has thinned to bare masonry or the metal has started to rust through the coating. By then the repair is heavier than it would have been if it had been caught at the same time as the last house repaint.

Including the perimeter in the same estimate as the house does not mean treating it as one job. Block, wood fencing and iron gates are different substrates with different products and different failure points, and pricing them as a single number hides which part actually needs the money. Separate line items let you see that and decide accordingly.

A clearer exterior painting scope

Make surface preparation visible in the proposal.

These are the questions the written proposal should answer. The exact solution still depends on what is found at the property.

01

Substrate

Identify stucco, siding, wood, metal and previously coated surfaces separately.

02

Repairs and prep

State what will be washed, scraped, patched, sealed and primed before coating.

03

Edges and exclusions

Name doors, trim, eaves, walls and protected items so coverage is not assumed.

We Walk the Fence Line, Not Just the House

Most exterior estimates are written from the front door outward – walk the house, measure the walls, quote the paint. On a semi-rural Bloomington parcel that misses whatever runs along the property lines, and it is usually the piece that has waited longest for attention.

We walk the full perimeter at the estimate, not just the house, and price the block wall, fencing and gates as their own line items rather than folding them into a house number or leaving them out entirely. Our license, CSLB #1105333, is a California Class B General Building classification rather than a narrow specialty one, which is what makes it reasonable for masonry, wood and metal repair to fall under one contractor instead of three.

Bloomington itself is unincorporated San Bernardino County even though it sits surrounded by Fontana, Rialto and Colton on the map, which surprises people who assume city boundaries follow the built-up area. For an ordinary repaint of house or perimeter that mostly matters for who to call if a question comes up, since it is County Land Use Services rather than any of the three cities around it.

From walkthrough to written scope

Three decisions before construction starts.

See the complete process
  1. 01

    Walk the property.

Review the existing condition, access and the result you want at the actual address.

  2. 02

    Write the scope.

Name the work, materials, exclusions, permit responsibilities and sequence in one document.

  3. 03

    Attach the price.

The estimate belongs to that exact scope, so you can compare the job—not only the number.

Perimeter Walls Get Their Own Line on the Estimate

The walkthrough covers the house first, the same as any repaint: elevation by elevation, condition of the existing coating, cracking, trim and fascia. Then it continues out to the property lines, because a lot with a perimeter wall, fencing or a gate needs that surface assessed on its own terms rather than assumed to match the house.

Block wall gets checked for coating condition, efflorescence and any structural cracking separately from the house’s stucco, since concrete block behaves differently as a substrate. Wood fencing gets checked for rot at post bases and rail ends, the usual place fencing fails first. Metal gates and iron get checked for rust breaking through the paint film, particularly at welds and hinges where moisture sits.

Each of those becomes its own line in the scope: substrate, prep required, product, and price, kept separate from the house rather than folded into one total. That lets you choose to do the house now and the wall later, or the reverse, without either decision being hidden inside a single number. Where irrigation is hitting the perimeter wall repeatedly – a common finding on larger lots – that gets flagged the same way a sprinkler hitting a house wall would be.

Bloomington project questions

Useful answers before you request a walkthrough.

Read the complete FAQ →
Do you paint block walls and fencing, or just the house?

Both, and we price them separately so you can decide independently. A house repaint and a perimeter wall repaint are genuinely different jobs – different substrate in the case of block, different failure points in the case of wood fencing or iron gates – and folding them into one number hides which part actually needs the money.

On the larger parcels common around Bloomington, the perimeter is often the part that has gone longest without attention, simply because it does not get looked at the way the front of the house does. We walk the full property line at the estimate and give you a written price for the house and a separate written price for the wall, fencing or gate, so you can do one now and the other later if that suits your budget better.

Why is my perimeter wall in worse shape than my house?

Mostly because nobody looks at it the same way they look at the house. You see your front elevation every time you pull into the driveway, so fading or chalking there gets noticed early. A block wall along a side property line, or a gate you open and close without really examining, can go years past the point where the coating has thinned to bare surface before anyone registers it.

Exposure plays a role too – perimeter walls often catch irrigation overspray on top of ordinary sun, and that repeated wetting ages a coating faster than sun alone. By the time it is noticed, the repair is usually heavier than a house wall at the same age would need. Catching it at the same time as a house repaint, rather than waiting for it to become obvious, is the cheaper path in almost every case.

What's different about painting a concrete block wall?

Concrete block is a different substrate from stucco, and treating it the same way is a common way a perimeter wall repaint fails early. New or lightly coated block is alkaline, which can attack the wrong type of paint, so the primer needs to be suited to masonry specifically rather than whatever is left over from the house job.

Older block walls also commonly show efflorescence – a white, powdery mineral deposit where moisture has moved through the block and left salts on the surface. That has to be addressed before coating, because it keeps pushing paint off from behind if it is simply painted over. Between the alkalinity and the moisture movement, block genuinely needs its own product and its own prep sequence, which is why we scope it as its own line rather than assuming it behaves like the stucco next to it.

Is Bloomington part of Fontana, Rialto or Colton?

No. Bloomington is unincorporated San Bernardino County, even though it sits ringed by the cities of Fontana, Rialto and Colton on a map and can look like part of one of them. It has its own postal identity and its own county services rather than falling under any of the three surrounding cities.

For an ordinary exterior repaint – house or perimeter wall – this rarely matters in practice, since painting typically does not require a permit either way. Where it becomes relevant is if a question about the property genuinely needs a jurisdiction, in which case the answer is San Bernardino County Land Use Services rather than Fontana, Rialto or Colton’s building department, and knowing that up front saves a call to the wrong office.

How much does it cost to paint a perimeter wall?

Length and substrate condition set the baseline, not square footage of a house. A wall in reasonable shape needing a wash and a coat costs considerably less than one with efflorescence to treat or sections of coating that have failed to bare block.

Fencing and gates price differently again – wood fencing by length and condition of the boards and posts, iron gates by the amount of rust that needs addressing before coating rather than simply by size. We walk the full perimeter and give each element its own written number, separate from the house, so you can see exactly what you are paying for and decide what to include. The estimate itself is free and written, and remodeling projects qualify for 15% off right now, with financing available too.

Will you paint iron gates and fencing?

Yes. Iron gates and iron fencing are common on Bloomington’s larger parcels and they fail in a specific way: rust starts at welds, hinges and anywhere the original coating has chipped, and it pushes new paint off from underneath much the way efflorescence does on block. Painting directly over active rust is close to a wasted trip.

Proper prep means removing loose rust and scale down to sound metal, treating the bare areas, and priming with a rust-inhibitive product before the finish coat goes on. That is more labor than spraying a gate that looks clean, and it is the difference between a repainted gate that holds for years and one that shows rust bleeding through the new coat within months. We price that prep as part of the gate’s own line item rather than assuming a quick coat will do.
