The Colour You Like May Not Be a Colour You Are Allowed
Most of Chino Hills sits under an HOA with an approved exterior palette. Paint is mixed to order and not returnable, so a colour chosen before approval is a risk with a price attached.

Planning in Chino Hills
The address matters before the estimate does.
This page sits in the Inland Valley part of our San Bernardino County service area. A town name alone does not decide the permit, inspection or construction requirements: the project address, jurisdiction and written scope do.
That is why the first useful step is a walkthrough of the property—not a generic price attached to a ZIP code.

What Approval Before Purchase Actually Saves
Architectural control in Chino Hills is real and generally well administered, and exterior colour is squarely inside it. Butterfield Ranch, Rolling Ridge, Los Serranos, Vellano and the newer developments all operate approved ranges, and those ranges are narrower than the wall of chips at a paint counter.
The failure mode is specific rather than dramatic. Nobody stops the job. What happens is a letter afterwards, and a homeowner discovering that the cheapest route back into compliance is repainting a house they have just paid to have painted. Custom-mixed paint is not returnable, so the wasted material is real money on top of the labour.
Approval first removes the whole category of problem for the cost of a few days. It also gives you something worth having later: at resale, when the association is asked for a compliance statement, the exterior is clean and nobody has to negotiate about it in the middle of an escrow.

A clearer exterior painting scope
Make surface preparation visible in the proposal.
These are the questions the written proposal should answer. The exact solution still depends on what is found at the property.
Substrate
Identify stucco, siding, wood, metal and previously coated surfaces separately.
Repairs and prep
State what will be washed, scraped, patched, sealed and primed before coating.
Edges and exclusions
Name doors, trim, eaves, walls and protected items so coverage is not assumed.

We Submit the Colour Before We Buy the Paint
The thing to check about any painter quoting in Chino Hills is whether they ask about your HOA before they ask about your colour. It is a ten-second question and its absence tells you the submittal will be your problem.
We check whether the address is governed, obtain the approved range, and put the manufacturer, product line and specific colour name into the estimate — which is what a committee approves, and what protects you if there is ever a disagreement about what was agreed. Licence: CSLB #1105333, California Class B General Building, licensed and bonded, on the public register.
Because much of the city sits in a Very High Fire Hazard Severity Zone, there is a second conversation worth having while somebody is at the house: the condition of eaves, soffits and any exposed wood, which are both a painting item and part of the building’s ember exposure. Those repairs sit inside the Class B scope alongside the coating.

From walkthrough to written scope
Three decisions before construction starts.
- 01
Walk the property.
Review the existing condition, access and the result you want at the actual address.
- 02
Write the scope.
Name the work, materials, exclusions, permit responsibilities and sequence in one document.
- 03
Attach the price.
The estimate belongs to that exact scope, so you can compare the job—not only the number.
Exterior Painting Process in Chino Hills, CA
Committee First, Then Prep, Then Colour
Three things run together rather than in a queue. The HOA submittal with the specific product and colour named. The condition survey of the walls, trim and eaves. And the material quote — with the order held until approval is in hand, because paint mixed to a colour cannot be returned.
The survey covers how the existing coating is holding on each elevation, whether the stucco has movement cracking, the state of the wood at fascia, eaves and trim, and whether anything is wetting the walls — irrigation and downspout discharge are the usual culprits on hillside lots. Where a committee asks for a drawdown or a sample panel on the actual wall before approving, that gets arranged at this stage rather than after a start date has been promised.
Prep is itemised rather than assumed: wash, chalk removal, crack repair by type, wood repair, and priming bare areas. Then coating, worked around surface temperature rather than the clock, which on the west-facing hillside elevations matters through summer. Exclusions — doors, garage doors, ironwork, eaves — are stated rather than left ambiguous, since those are the items most often assumed included and most often not.

Chino Hills project questions
Useful answers before you request a walkthrough.
Read the complete FAQ →Do I need HOA approval to repaint my house?
In a governed Chino Hills community, almost certainly. Exterior colour is one of the primary things architectural control exists to manage, and most associations here operate an approved palette that is narrower than what you will find on a paint chart.
The submittal usually wants the manufacturer, the product line and the specific colour name rather than a description, which is why we put all three in the estimate. Timing matters because paint is mixed to order and not returnable — a colour bought before approval is money at risk. Committees also meet on their own cycles, so the approval frequently sets the start date rather than the crew’s availability. Starting the submittal early costs nothing and is the single most effective thing you can do to protect a date.
What happens if I paint without approval?
Typically nothing on the day, which is what makes it a trap. The job finishes, the house looks good, and then a letter arrives. Depending on how far the colour sits outside the approved range, the association may require it brought into conformity — which means repainting a house you have just paid to have painted.
The second point at which it surfaces is a sale. Associations are commonly asked for a compliance statement during escrow, and an unapproved exterior change becomes a live issue at a moment when you have a timeline and very little leverage. Neither outcome is catastrophic and both are entirely avoidable. If you are already in that position, finding out where you stand before a buyer’s agent does is worth doing, because then you have options rather than a deadline.
Can I get an approved colour that is not on the standard list?
Sometimes. Many associations will consider a colour outside the published palette on submission, particularly where it is close in tone and value to something already approved, and some maintain a longer list than the one commonly circulated. It is worth asking rather than assuming the short list is the whole of it.
What that requires is time. A non-standard submission takes longer to consider than picking from the list, and it may come back with a request for a sample or a drawdown on the actual wall. If you have a colour you genuinely want, start that conversation well ahead of when you want the work done. If your timeline is short, choosing from the approved range is the pragmatic answer. Either way the paint is not ordered until the answer is in.
Should the eaves be repaired as well as painted?
Where the wood has deteriorated, yes — and in Chino Hills there is a second reason beyond appearance. Much of the city sits in a Very High Fire Hazard Severity Zone, and eaves and soffits are among the more vulnerable parts of a building to ember intrusion. Split, gapped or rotted wood at the eave is both a paint failure waiting to happen and a genuine weak point.
A repaint is a sensible moment to deal with it because the access is already paid for. Coating over damaged wood is the standard way a good-looking exterior job fails within two years, since the coating fails first at exactly the places the wood has gone. Because our licence is Class B General Building, that repair sits in the same scope as the painting rather than requiring a separate carpenter — which is what makes it practical to do properly rather than cosmetically.
How much does exterior painting cost in Chino Hills?
Storeys and wall area set the baseline, and the housing here skews larger than the county average, which pushes the numbers up accordingly. Beyond that it is prep and repair — chalking, cracking, and the condition of trim and eaves.
Hillside access is a genuine factor on some properties: a house on a slope with limited setback needs more staging than the same house on a flat lot, and that is priced honestly rather than added later. Our estimates itemise prep separately from coating so competing bids are comparable, since a cheaper number is almost always a smaller prep scope. Californian labour and materials run above the national average. Free written estimate, financing available, and the 15% remodeling coupon applies.
How long does the paint last here?
Ten to fifteen years on well-prepared stucco is realistic, with the sun-facing elevations reaching the end first — south and west walls take substantially more UV than north-facing ones, and on a hillside property with no shading that difference is pronounced.
Wood trim runs shorter regardless of how well it is done, because it moves and because water sits at joints and end grain. Expect trim and fascia to need attention before the walls do, and treat that as normal rather than as a failure. Where two elevations are genuinely fine and two are failing, doing the failing ones is legitimate work — though colour matching against weathered walls is imperfect, and if the rest are due within a couple of years it is usually better value to do the lot.
