That Streak Below the Downspout Is Not Just Dirt

Highland sits against the base of the San Bernardino Mountains, and storms drop more water here than they do a few miles south. A gutter or downspout discharging against a wall instead of away from it leaves a streaked, stained vertical band, and repainting over that band without fixing the discharge just repaints the same failure.

The address matters before the estimate does.

This page sits in the Inland Valley part of our San Bernardino County service area. A town name alone does not decide the permit, inspection or construction requirements: the project address, jurisdiction and written scope do.

That is why the first useful step is a walkthrough of the property—not a generic price attached to a ZIP code.

What Fixing the Discharge Buys You Before Repainting

Water running down or against an exterior wall behaves very differently from rain simply falling on it. A downspout that empties at the base of a wall, a gutter that overflows at one low corner, or a splash block that has shifted out of place concentrates a large volume of water onto one narrow band of stucco or trim, over and over, every storm.

Highland sits right at the foot of the San Bernardino Mountains, at the point where storms coming off the range drop noticeably more water than they do a few miles into the valley. That geography makes discharge problems worse here than in a flatter, drier part of the county — more water, hitting the same spot, more often through the winter.

The result on a painted wall is a vertical band of staining, streaking, and eventually coating failure that looks like a paint problem and is not one. Repainting that band without correcting where the water goes buys you a season or two of clean colour before the same streak reappears in the same place, because the cause was never addressed.

A clearer exterior painting scope

Make surface preparation visible in the proposal.

These are the questions the written proposal should answer. The exact solution still depends on what is found at the property.

01

Substrate

Identify stucco, siding, wood, metal and previously coated surfaces separately.

02

Repairs and prep

State what will be washed, scraped, patched, sealed and primed before coating.

03

Edges and exclusions

Name doors, trim, eaves, walls and protected items so coverage is not assumed.

Licensed Exterior Painting Contractor Highland, California

We Look Up at the Gutters Before We Look at the Wall

A repaint that ignores where the downspouts discharge is treating a symptom rather than a cause. We trace every downspout and check every gutter corner as part of the walkthrough, because painting over an active water problem is money that does not last, however good the coating itself is.

The licence is CSLB #1105333, Class B General Building under California law, bonded and on the public register — the classification that lets us handle the flashing, fascia and stucco repair a discharge problem leaves behind, coordinating specialty trades where a scope genuinely calls for one rather than sending you to find a second contractor yourself.

Highland’s position at the mountain front, with neighbourhoods like East Highlands Ranch built up against the foothills and older properties nearer City Creek Canyon, means this shows up more often here than in towns further from the range. It is one of the first things worth checking on a Highland exterior, whether the house is being repainted this year or several years from now.

Exterior Painting Process in Highland, CA

Every Downspout Gets Traced to Where It Actually Lands

The survey starts on the roofline rather than the wall. Every gutter is checked for low corners and overflow points, every downspout is traced to where it actually discharges, and any splash block or extension is checked against where the water is genuinely landing rather than where it was originally aimed.

Where discharge is hitting a wall directly, that gets corrected — redirecting the downspout, adding or repositioning an extension, or, where the gutter itself is the problem, repairing or adjusting it — before any coating decision is made about that elevation.

The stained band itself usually needs more than a standard wash. Repeated wetting drives staining deeper into stucco than surface dirt does, and coating failure in that band may mean the substrate underneath needs repair, not just a fresh coat over a rough surface.

Only once the water is going where it should does the coating scope get finalised for that elevation, because painting first and fixing drainage second is exactly how the same streak comes back.

What causes that vertical staining below my gutter?

Usually a downspout discharging directly at the base of a wall instead of carrying water away from it, or a gutter with a low corner that overflows in heavy rain rather than draining properly to the downspout. Either way, the same section of wall gets soaked repeatedly, storm after storm, while the rest of the elevation only sees ordinary rainfall.

Over time that repeated wetting drives staining and streaking into the surface, and eventually the coating itself starts to fail in that band — bubbling, peeling or a chalky breakdown that looks different from the weathering on the rest of the wall. It is worth tracing where your downspouts actually discharge rather than assuming they are working correctly, particularly at the mountain front here where storms bring genuinely more water than they do a few miles into the valley.

Do you fix the gutters, or just the paint?

Both, where the discharge is the actual cause of the staining. CSLB #1105333 is a Class B General Building licence, which covers the gutter, downspout and fascia correction alongside the coating rather than requiring you to bring in a separate trade to fix drainage before we can paint over it.

Painting over an active discharge problem without correcting it is close to pointless — the same band gets wet again the next storm and the same staining and eventual coating failure follows. We would rather trace every downspout and check every gutter corner during the walkthrough and fix what is actually wrong than quote a repaint that is guaranteed to disappoint within a year or two. It is usually a modest repair relative to the cost of repainting the same wall twice.

Why does Highland seem to have more of this than nearby towns?

Position matters more than most people expect. Highland sits right against the base of the San Bernardino Mountains, at roughly the point where storms coming off the range drop noticeably more water than they do a short distance south into the flatter parts of the valley. More total rainfall, concentrated into the same storm events, means more volume moving through gutters and downspouts every winter.

That does not mean every Highland house has a discharge problem — plenty of properties, particularly newer construction with well-maintained gutters, handle it fine. It does mean the consequences of a gutter that has drifted out of adjustment or a downspout aimed at the wall instead of away from it show up faster and more visibly here than they would in a town that simply gets less rain to begin with.

Will new paint cover the stain if I don't fix the drainage?

It will cover it temporarily and then the same stain will come back, usually within a season or two, because the cause was never addressed. A fresh coat over an active discharge point is essentially painting over wet stucco every time it rains, and coatings are not designed to perform under that kind of repeated saturation.

What that means practically is that repainting the band without fixing the discharge is money spent on a result that will not hold, and doing the drainage correction first — or at the same time — is the difference between a repaint that lasts its normal life and one that fails early in exactly the same spot it always has. We will always flag this rather than quietly painting over a problem we can see.

How do I know if the stucco underneath is actually damaged?

Visible staining and streaking is the first sign, but it does not always tell you how deep the damage goes. Repeated wetting can drive moisture into stucco well beyond the surface, and where the coating has started to bubble, peel or come away in a band, that is usually a sign the substrate has absorbed more water than a simple wash-and-paint will fix.

During the estimate we check the affected area more closely than a quick glance — feeling for soft or hollow-sounding stucco, checking whether the coating is lifting cleanly or crumbling, and looking at the wood behind fascia or trim near the discharge point, since that is often where water damage shows first. If repair is needed, it gets scoped and priced separately from the coating so you can see exactly what the discharge problem actually cost.

Is this something I should fix even if I'm not repainting this year?

Yes, and it is worth fixing sooner rather than later regardless of your painting plans. A discharge problem left alone does not stay the same size — every storm adds to the staining, and eventually to actual damage in the stucco and the wood behind it, so the repair gets more expensive the longer it runs rather than staying flat.

Correcting a downspout or repairing a gutter corner is a small job on its own, well short of a full exterior repaint, and it is the kind of thing worth doing as soon as you notice a staining pattern rather than waiting until the whole exterior needs attention. We are happy to look at just the drainage issue without pricing a full repaint if that is genuinely all your house needs right now.
