We Cannot Work on Post. We Can Work on What You Own Off It
Fort Irwin is an active Army installation. A civilian contractor cannot work on post — housing there runs through the installation's own housing arrangements. What we can do is convert a garage on property a family stationed here owns off-post, in Barstow or elsewhere in the county.

Planning in Fort Irwin
The address matters before the estimate does.
This page sits in the High Desert part of our San Bernardino County service area. A town name alone does not decide the permit, inspection or construction requirements: the project address, jurisdiction and written scope do.
That is why the first useful step is a walkthrough of the property—not a generic price attached to a ZIP code.

Sponsorship Runs Housing on Post. It Doesn't Run Ours
Fort Irwin is an active military installation, and that is not a detail to soften. Access on post requires sponsorship, and the housing itself — including anything to do with the structures families live in while stationed there — is maintained through the installation’s own housing arrangements, currently privatized housing management rather than an open contract a civilian company can bid on. A contractor who implies otherwise is either wrong or not being straight with you, and we would rather say plainly what we cannot do than let a family stationed here assume we can.
What we can do is work on property a Fort Irwin family owns off-post — a house in Barstow, or elsewhere in San Bernardino County, that is the family’s own real estate rather than installation housing. A good number of families stationed at the National Training Center hold property off base, whether as a long-term home, a rental, or a place waiting for them after this assignment, and that property is a normal Class B project like any other in the county.
The distinction matters for one more reason: a permanent-change-of-station timeline is not the same as a normal remodel timeline, and we will be direct about what a written schedule can and cannot promise against military orders, rather than making a promise we cannot actually keep to a family under time pressure they did not choose.

A clearer garage conversions scope
Treat the conversion as a building project, not a decorated garage.
These are the questions the written proposal should answer. The exact solution still depends on what is found at the property.
Existing structure
Review slab, framing, openings, ceiling height and the connection to the main house.
Comfort and utilities
Plan insulation, heating and cooling, power, plumbing and ventilation for the intended use.
Permit path
Confirm use, drawings, required approvals and inspections for the project address.
Licensed Contractor Serving Fort Irwin Families, California
Honest About the Line Between On-Post and Off
To be direct about the one thing that matters most: we do not have base access, and we are not proposing to get it. Fort Irwin is an active installation, sponsorship governs who gets on post, and on-post housing runs through the installation’s own housing office rather than through any outside contractor. Anyone telling a Fort Irwin family otherwise is not being honest with them, and we are not going to be that contractor.
What we are licensed and available for is off-post property. Look up CSLB #1105333 yourself — Class B General Building, bonded — and you will find a contractor working across Los Angeles, Ventura and San Bernardino Counties, which includes the Barstow area a lot of Fort Irwin families call home when they are not living on post. Whether that property sits inside Barstow’s city limits or in the unincorporated county around it depends on the exact parcel, and we check that before drawings, not after.
A family managing a duty station’s worth of logistics does not need a contractor adding confusion about what is and is not possible. We would rather be clear on day one.

From walkthrough to written scope
Three decisions before construction starts.
- 01
Walk the property.
Review the existing condition, access and the result you want at the actual address.
- 02
Write the scope.
Name the work, materials, exclusions, permit responsibilities and sequence in one document.
- 03
Attach the price.
The estimate belongs to that exact scope, so you can compare the job—not only the number.
Garage Conversion Process for Off-Post Property, Fort Irwin Area
What Changes When the Address Is Off Base
The first conversation is about the address, not the layout: is the property on post, which we cannot touch, or off post in Barstow or the surrounding county, which we can. If it is off-post, the next question is whether the parcel sits inside Barstow’s city limits or in the unincorporated county, because that decides which building department issues the permit — the City of Barstow’s Building and Safety Division, or San Bernardino County Land Use Services.
From there the process runs like any Class B conversion: we measure the slab’s slope and the clear height, work out the floor build-up and the wall at the old opening, and put together a written scope and schedule before anything is ordered. What we do add, given who a lot of our Fort Irwin-area clients are, is directness about timeline against orders — if a PCS date is driving the calendar, that gets said out loud early, not discovered when a permit takes longer than a family had budgeted for.
Permits, inspections and the final sign-off run through whichever department has jurisdiction over the parcel, the same as any conversion in the area. Nothing about the process changes because the client is a military family — only the honesty about what property is and is not on the table changes, and that gets settled in the first conversation.

Fort Irwin project questions
Useful answers before you request a walkthrough.
Read the complete FAQ →Can you convert a garage on post at Fort Irwin?
No. Fort Irwin is an active Army installation, and a civilian contractor cannot simply access post to perform construction work there — getting on base at all requires sponsorship, and construction work is a different question again from a day pass. Anything involving structures on post, including housing, is maintained through the installation’s own arrangements — currently a privatized housing management company working under the Army rather than an open contract available to outside contractors like us. We are not able to work on post, and we are not going to imply otherwise to get a job. If the property in question is on-post housing, the right first call is the installation’s housing office, not a contractor, and we would rather tell you that directly than waste your time or ours chasing something that was never possible.
My family owns a house in Barstow — can you work on that?
Yes. Property a Fort Irwin family owns off-post — in Barstow itself or elsewhere in San Bernardino County — is normal real estate and a normal Class B project, no different from any other conversion we build in the area, and it has nothing to do with the installation’s own rules or clearance requirements. A lot of families stationed at the National Training Center do hold property off base, whether as a long-term home, a rental, or a place they plan to return to after this assignment, and that ownership is what makes the difference: it is not installation housing, it is yours, and the same conversion scope, permitting process and inspections apply as they would for any homeowner in the county.
How do I know if my off-post property is in Barstow or the county?
It depends on the exact parcel, and it is not always obvious from the address alone — some areas around Barstow read like they are part of the city but are actually unincorporated county land, and the reverse happens too. We check the parcel against city and county boundaries before any drawings start, because it determines which department issues the permit: the City of Barstow’s Building and Safety Division if the property is inside city limits, or San Bernardino County Land Use Services if it sits in the unincorporated area around it, which includes places like Lenwood and Yermo close by. Getting this right at the start avoids filing a permit application with the wrong office, which is a delay a household on a military timeline does not need added to the project.
Can you work around a PCS timeline?
We will be direct about it rather than promise something we cannot control. A conversion runs several weeks through several inspections that are scheduled by whichever building department has jurisdiction, not by us, so we cannot guarantee a finish date tied to a specific report date the way a moving company might guarantee a delivery window for a shipment. What we can do is tell you honestly, based on the written schedule, whether a project is likely to be done before a known PCS date, build in buffer where the timeline genuinely allows it, and flag early if a target date looks unrealistic so you can plan around that reality rather than finding out at the end when there is no time left to adjust.
Who do I actually contact about housing on post?
The installation’s housing office is the right starting point for anything involving on-post housing, since that office — working with the privatized housing management company under contract to the Army — handles maintenance, modifications and any construction-related questions for structures on Fort Irwin itself, not an outside contractor brought in from off base. We are not that office and cannot act on its behalf in any capacity, regardless of what a homeowner off post might reasonably assume a licensed contractor could arrange on their behalf. If you are unsure whether a particular question belongs to them or to a civilian contractor like us, the simplest test is the address: on post goes to housing, off post is a normal homeowner project we can talk through directly.
Does military status change the permit process off-post?
No. Off-post property owned by a Fort Irwin family goes through the same permitting process as any other property in the same location — the City of Barstow if it is inside city limits, or San Bernardino County Land Use Services if it is in the unincorporated county around it. Military orders do not change which department has jurisdiction over the parcel, what the building code requires, or how many inspections the conversion needs to pass before it is finished and signed off. What we can do that is specific to a military household is be upfront about scheduling around a report date or a PCS window, since that timeline pressure is real even though it does not change the underlying permit process itself in any way.
