Your House Was Not Built in One Year, and It Does Not Coat Like It Was
A lot of Phelan homes on the larger parcels grew in stages — a core house, then a room, then a porch, then a garage tied on years later. Each addition brought its own material and its own coating history, and a repaint has to treat them as four different walls, not one.

Planning in Phelan
The address matters before the estimate does.
This page sits in the High Desert part of our San Bernardino County service area. A town name alone does not decide the permit, inspection or construction requirements: the project address, jurisdiction and written scope do.
That is why the first useful step is a walkthrough of the property—not a generic price attached to a ZIP code.

What Four Different Substrates Actually Need
Out on Phelan’s five-acre and two-and-a-half-acre parcels, building tended to happen when money and time allowed rather than all at once. The original structure went up first, often in the 1970s or 1980s. A bedroom got added later. A covered porch went on after that. A detached garage or shop followed, tied to the house by a breezeway or simply standing near it. Each of those went up under a different owner’s budget, a different contractor, and quite possibly a different decade’s stucco mix or siding.
The result, thirty or forty years on, is a house where the coating history is not one story but four. The original section may have been recoated twice. The added room might still be on its first paint job. The porch could be wood where the house is stucco. None of that shows from the street when everything is the same colour, and all of it shows the moment a wall starts failing on its own schedule while the wall next to it does not.
Treating the whole exterior as one uniform substrate is how a repaint on a staged house goes wrong. The right approach reads each section on its own condition — its own age, its own material, its own prior coating — and prices and preps accordingly, so the room that was added in 1995 does not get the same three-coat assumption as the wall that has been recoated since.

A clearer exterior painting scope
Make surface preparation visible in the proposal.
These are the questions the written proposal should answer. The exact solution still depends on what is found at the property.
Substrate
Identify stucco, siding, wood, metal and previously coated surfaces separately.
Repairs and prep
State what will be washed, scraped, patched, sealed and primed before coating.
Edges and exclusions
Name doors, trim, eaves, walls and protected items so coverage is not assumed.

We Read the Additions Before We Read the Colour Chart
A house built in stages is not a defect to work around; it is simply the honest history of a lot of property out here, and it deserves a contractor who reads it rather than one who quotes the square footage and moves on.
We walk each section separately before writing a scope — original structure, later room, porch, garage — because assuming they were built the same way is the fastest route to a bid that is wrong on at least one wall. Licence: CSLB #1105333, California Class B General Building, licensed and bonded, verifiable on the state register, and the classification covers the substrate repair a house like this usually needs before coating goes on.
Permits for the original build-out and any additions in Phelan run through San Bernardino County Land Use Services, out at the Jerry Lewis High Desert Government Center rather than a city hall. That is a separate matter from painting, but it is worth knowing which additions were permitted when you are deciding how much to invest in the exterior of each one.

From walkthrough to written scope
Three decisions before construction starts.
- 01
Walk the property.
Review the existing condition, access and the result you want at the actual address.
- 02
Write the scope.
Name the work, materials, exclusions, permit responsibilities and sequence in one document.
- 03
Attach the price.
The estimate belongs to that exact scope, so you can compare the job—not only the number.

Every Wall Gets Its Own Line on the Scope
The walkthrough starts by mapping the house rather than the paint. Where does the original structure end and the first addition begin. Is that seam visible as a change in stucco texture or a control joint, or is it hidden under trim. What material is the porch — open wood, enclosed with siding, or block. Is the garage tied to the house by a shared wall or standing separately with its own coating history.
Each section then gets assessed on its own condition rather than by the age of the house overall. A room added in the 1990s may still have twenty years of sound coating on it while the original 1970s stucco is chalking heavily. The porch, if it is wood, ages differently again and usually needs attention sooner than either.
The junctions between sections deserve their own look. Where two different builds meet — a new wall tied into an old one, a porch roofline against the original eave — is where cracking and water intrusion tend to start, because the materials on either side move differently. Those seams get named in the scope rather than folded into a blanket wash-and-coat line.
From there it is the ordinary sequence per section: wash, repair, prime bare or repaired areas, and coat — but the coats and the colour-match approach get planned so the whole exterior reads as one house when it is finished, even though it was never built as one.

Phelan project questions
Useful answers before you request a walkthrough.
Read the complete FAQ →Why does one part of my house need more prep than the rest?
Because it is very likely a different age, and possibly a different material, than the section next to it. On a lot of Phelan properties the house grew over years or decades — an original structure, then a room, then a porch, then a garage — and each of those was built and coated at a different time by whoever was doing the work then.
That means the original 1970s or 1980s section may have chalked heavily and be due for real prep, while a room added later is still on relatively sound paint and needs comparatively little. Treating the whole house as one uniform substrate and pricing it as such usually means either overpaying for prep on the newer section or underpricing the older one. Walking each part separately and pricing accordingly is slower to quote and more accurate, which is why we do it that way rather than measuring square footage from the driveway.
Will the new paint match across sections that were built at different times?
It can, but it takes planning rather than assuming. Different substrates absorb and reflect a coating slightly differently, and a wall that has weathered for thirty years can take colour a shade differently than one that is fifteen years newer, even using the identical product straight from the can.
Doing the whole exterior in one visit, with the same batch of material and consistent application across every section, is what produces a house that reads as one colour rather than four slightly different ones. Where sections are being done separately — say the garage this year and the house next year — we will tell you honestly if an exact match is realistic or if some variation should be expected, rather than promising a perfect result we cannot guarantee across a multi-year gap.
What happens at the seam where an addition meets the original house?
That seam is usually the place worth the most attention, and it is easy to miss if a contractor is only looking at wall faces. Where two sections built at different times meet — a new wall tied into an old one, a porch roof against the original eave line — the materials on either side often move independently, which is exactly where cracking tends to start and where water can find a way in.
We look at those junctions specifically during the walkthrough and note them in the scope rather than treating the whole elevation as one continuous surface. Depending on what is found, that might mean a flexible sealant detail, additional flashing, or crack repair at the joint before anything is coated. It is a small part of the job in terms of area and a disproportionately important one for how long the repaint lasts.
Should I paint the whole property at once or do it in stages, the way it was built?
Doing it all together generally gives the better result and the better value, mainly because of setup and colour consistency, but staging it is entirely workable if budget makes more sense that way and it is honestly how a lot of these properties were built in the first place.
If you do stage it, we would recommend starting with whichever section is furthest along in failure rather than the biggest or most visible one — usually the original structure if it has never been recoated, or the porch if it is wood. We will tell you which section that is during the walkthrough. The main cost of staging is doing the setup, masking and mobilisation more than once, and a slightly higher chance of a visible colour difference between sections done years apart.
Does the garage need to match the house exactly?
Most owners want it to, and it usually should for the property to read as one place rather than a house with an outbuilding. Where the garage was tied on later and built with a different material — block instead of stucco, for instance — matching colour rather than matching texture is the realistic goal, since the surfaces will never look identical up close regardless of paint.
If the garage is on its own separate coating cycle from the house — say it was painted more recently, or is holding up better — it is reasonable to leave it and do the house alone, and we will say so if that is what the condition supports rather than selling you a garage repaint you do not need yet. The estimate can be written either way, together or separately, and priced accordingly.
How much does a repaint cost on a property with a house, a room addition, a porch and a garage?
More than a single-structure house of the same total square footage, generally, because there are more transitions, more edges to mask, and prep that varies by section rather than one uniform treatment across the whole area. The honest driver is not the paint itself but how much repair each section individually needs.
Our estimate breaks the property down section by section — original structure, addition, porch, garage — with prep and coating itemised for each, so you can see exactly where the cost is coming from and, if budget requires it, decide which section to prioritise first. Californian labour and material costs run above the national average generally. Free written estimate, financing available, and the 15% remodeling coupon applies to the whole scope or to a staged portion of it.
